Mission Statement
As an advisory and consultative body, the San Francisco
Solano Parish Finance Council assists the pastor in being a good steward of
parish financial resources, ensuring that sufficient resources are available
and allocated appropriately to carry out the pastoral mission of the parish.
Guiding Principles
The San Francisco Solano Parish Finance Council is a
consultative body, which assists the pastor in financial planning. The
pastor consults the Finance Council on major financial concerns that affect
the life and mission of the parish. The Finance Council provides expertise
and consultation through financial analysis, planning, and policy
development to assist the pastor in the administration of parish financial
resources. The pastor appoints members of the Finance Council on the basis
of their skills in finance, administration, management, and law.
Responsibilities

Assist the pastor in the preparation of a yearly budget of income and
expenditures

Assist the pastor in the preparation of an annual financial report of
revenues and expenditures for dissemination to the parishioners

Assist the pastor in preparation of a five-year fiscal plan

Assist parish departments in preparing and submitting annual budgets

Study parish revenues and make recommendations for increasing revenue to
meet both parish and diocesan goals and objectives

Review the parish income and expense report quarterly and make
recommendations as necessary to see that expenses are within budget

Study parish expenses and make recommendations to minimize expenditures
within the parish

Familiar themselves with all diocesan fiscal policies and assist the
pastor in meeting these obligations

Encourage support of parish and diocesan stewardship programs

Be available at the pastor’s discretion for consultation and advice on
expenditures other than normal operating expenditures

Be available at the pastor’s discretion for consultation and advice on
employees’ salaries and wages

Support the Parish Pastoral Council
Council Structure
-
Six to eight members, appointed by the pastor, plus pastor and parish
accountant
-
Term of service for finance council members is at the discretion of the
pastor.

Pastor appoints chairperson of Finance Council.

Transition in membership occurs at end of fiscal year.

One member should represent the Finance Council on the Parish Council.

One member should represent San Francisco Solano Parish on the Serra
Catholic School Finance Council.
